Rules & Regulations
The following rules are modifications to the Laws of Soccer for "Division B".  Additional information can be found in the "Laws of the Game" section of the FIFA web site.

Law I - The Field of Play

  1. Dimensions: 75% of a full field.
  2. Markings: 75 % proportional.
  3. Goals: B-size goals are 6 feet high and 18 feet wide.

Law II - The Ball - Number 4 size ball

Law III - Number of Players

  1. Normally 7 vs. 7 including the goalkeepers.
  2. Minimum number of players required to play is 6.  If one team has fewer than 7 players, then the opposing team shall lend players as necessary (in the spirit of the game).
  3. Roster size will be between 11 and 12 players per team.
  4. No one goalkeeper may be used for more than 50% of the total game.
  5. Each player shall play a minimum of 50% of the total game.
  6. Each period will have brief substitution breaks (see law VII). In addition, players may be substituted after any stoppage of play.
  7. No player shall sit out two consecutive 7 minute sessions.

Law IV - Required Player’s Equipment

  1. Soft-cleated soccer shoes.
  2. Shin guards.

Law V - Referee Provided by the League

  1. All rule infractions shall be briefly explained to the offending player.
  2. Referee’s decisions are final.
  3. Referee will have the power to issue yellow and red cards.
  4. The referee will make a report to the league after each game regarding any coach or spectator infraction or inappropriate conduct.

Law VI - Assistant Referee ( Linesmen)

  1. The referee may use one parent from each team as a linesman.
  2. The linesmen will identify the ball as out of play when the entire ball crosses over the entire touch (side) line.

Law VII - Duration of the Game

  1. 4 fourteen-minute quarters (running clock time).
  2. Three minute breaks between quarters.
  3. Five minute break between halves.
  4. Each 14 minute period is broken up into 2 seven-minute sessions. Sessions end after the first play stoppage after the seven minute mark. Substitutions may be made at these times. No more than 30 seconds for this substitution (clock still running).

Law VIII - Start of Play

  1. Opponents must be at least 8 yards from the center mark during kick off.
  2. A second kick-off must be allowed if the player commits a foul on the initial attempt. The referee shall explain proper method before allowing the player to re-kick.

Law IX - Ball In and Out of Play (same as FIFA rules).

Law X - Scoring (same as FIFA rules).

Law XI - Offside (same as FIFA rules).

Law XII - Fouls and Misconduct

  1. Same as FIFA rules.
  2. Referee must explain all infractions to the offending player.
  3. Player will be cautioned for excessive rough or dangerous play (tripping, punching, pushing from behind, etc.) and if conduct continues, player is ejected from the game.

Law XIII - Free Kicks

  1. All free kicks shall be taken from outside the penalty area.

Law XIV - Penalty Kicks

  1. Same as FIFA rules.
  2. Referee may use judgment if hand-ball was done in self-defense.

Law XV - Throw Ins

  1. FIFA rules apply with the following exception: A second throw-in must be allowed if the player commits a foul on the initial attempt. The referee shall explain the proper method before allowing the player to re-throw. If a foul is committed after the second attempt the ball will be turned over to the other team for a throw-in.

Law XVI - Goal Kick

  1. Same as FIFA rules.

Law XVII - Corner Kicks

  1. Opponents must be at least 8 yards from the ball.

Law XVIII - Common Sense

  1. Instructional league mindset.

Additional Rules:

  1. No standings.
  2. Coaches are not allowed on the field during play unless there is injury to a player.
  3. Teams and families should watch from opposite sides of the field.
  4. If one team does not have the required 6 players to play, that team forfeits and the other team is split up and there will be a "practice game".
  5. The goalie is not limited to a few steps.
  6. All players should bring both the green and white uniform shirts to each game.
  7. Five goal rule; Upon reaching a 4 goal differential the coach of the leading team will concentrate on team skills and not scoring so as not to win by more than 5 goals.
  8. Cheer without criticism.
  9. All players cannot wear any form of jewelry on the field of play: Earrings, necklaces, rings, watches, navel piercing, tongue piercing, etc…
